if youre offended, take a look at yourself, 
because art deals mainly with our secret interior lives, and how we feel about ourselves and the world. i have a feeling the guy is not setting out to offend. i think its kind of a trenchant commentary on modern culture.

But I've never seen this before...I...I'm speechless.  
 
I think he may have a boob fetish. I don't quite understand the artistic quality of this, unless you look at the shine, and the uncanny FULLNESS and relation of the breasts to real breasts...but of course, the size in comparison with the body is also interesting...perhaps it is how he views the breast, as the most important part of the female body. 
 
Either way its pretty odd. And I don't agree

No different than...

The art of the boob is not in the size, but in the appreciation of the person wearing them. Look to the small, fragile and lovely woman sporting these boobs. That's where the beauty lies.

Beautiful

This is obviously a social commentary on the importance people place on breasts, how society places so much more importance on the breast so as to dwarf the woman whom they belong to, and even moreso, how the importance of the breasts is inflated to such ridiculously large proportions. 
 
I think he did a fantastic job of making a point that is obvious yet subtle.

The artists name is Shu Yong. google his name and maybe the word breast and there will be plenty of results - news articles and such.
